This report relates to the regulations governing the freedom of candidates registered for a doctoral degree of a European university to incorporate into their thesis published works based upon the results of the approved research programme.

This paper seeks to identify not only the current context within which UK research level education is being developed but also a number of thematic matters which we believe require further consideration by the sector. 

This paper explores the reasons for the establishment of graduate schools, the different models that have been adopted and their operation.
