Nurse review of research councils
Sir Paul Nurse led a review, with Research Councils UK, to explore how they can support research most effectively. The aim of the review was to ensure that the UK continues to support world-leading science, and invests public money in the best possible way.
The report makes a number of recommendations related to research guidelines and principles, the wider research endeavour, enhancing Research Council effectiveness and governance and structures of research in the UK.
In the report, Nurse concludes,
“The changes proposed through this report are not complex and could be easily adopted without disrupting on-going research activities. Some of the details have been left open, as the efficient implementation of the proposals will profit from engagement of those directly involved in operations. These new structures will improve decision making about research, which requires high quality strategic thinking in the research community combined with in-depth knowledge and understanding of the research landscape in Government. These changes will provide effective mechanisms for efficiently generating knowledge and using that knowledge for the public good, and will generate a step change in how research across all disciplines can help make the UK a more prosperous and a better place to live.”
The UKCGE Executive Committee welcomed the report and UKCGE Chair, Professor Rosemary Deem said,
“The higher education and research sectors are going through a period of change and it is important the postgraduate community plays a pivotal role in future developments.”
“The UK Council for Graduate Education welcomes the recommendations of the Nurse Review and is in favour of the creation of Research UK to oversee the existing seven research councils. The Council also strongly supports the continued funding of excellence wherever it is found, and recommendations for forming stronger links with the research community, in which postgraduate research students play a key role. We would also like to emphasise the importance of research funding decisions being detached from ministerial and other political influences if UK research is to continue to maintain its high international standing.”
