Taking Salzburg Forward: new EUA-CDE recommendations on doctoral education
The EUA Council for Doctoral Education (EUA-CDE) has published a new set of recommendations called “Taking Salzburg Forward – Implementation and New Challenges”.
These recommendations build on a long consultation involving more than 200 universities in 39 countries. The document provides guidelines to take the strategic implementation of reforms in doctoral education forward, building on the Salzburg Principles and Recommendations, but looking also at the new challenges Europe’s universities are facing.
In recent decades, European universities have reformed provision and taken institutional responsibility for the quality of doctoral education. The concept of structured doctoral education and doctoral schools has been widely introduced. The time has come to reflect on what has been achieved so far and assess whether universities are fit for purpose in terms of size and remit, and whether their activities are “broad, systematic, and inclusive” as opposed to limited, ad hoc, and exclusive. If not, they might not be able to meet the new challenges and achieve the full potential of the Salzburg Principles and Recommendations.
The document argues that doctoral education reform should continue, and it provides recommendations on how to make structures more coherent and gain ownership from all parts of the institution. It also considers challenges regarding ethics, digitalisation and globalisation, which have gained importance and would need special attention for further reforms of doctoral education.
